The classic tools (whiteboard, paper calendar, WhatsApp group) work as long as one person keeps track of everything. That is exactly their weakness:
Before any tool comes into play, a simple list is worth the effort: which vehicles, rooms, and pieces of equipment are actually shared? Typical candidates are crew transport vans, the training room, trailers, generators, and training material. For each resource, note who decides about its use, and that becomes the approval workflow later.

The biggest win comes when outside requests go digital too. A public booking page, shared as a link or a QR code at the station, shows availability in real time. The neighboring department can see for itself whether the trailer is free, submits the request online, and gets the confirmation by email. No phone chains, no callbacks.
Important detail: the requesting department needs no user account of its own. An email confirmation is enough to attribute requests reliably.
Start with the two or three most requested resources. Once booking has become routine there, the remaining equipment follows almost by itself, and the calendar becomes the department's central reference.
