A resident wants to rent the village hall for his daughter's confirmation. He calls the town hall on a Tuesday at 4 pm and reaches voicemail. The next day he learns that the colleague who keeps the booking calendar is on vacation, and nobody else knows whether the date is still free. A week later he gets the confirmation, two weeks after that the fee notice, and to pick up the key he has to come by once more during office hours.
From the administration's point of view, that case was handled properly. From the resident's point of view, it took three weeks and four contact attempts to answer a yes-or-no question. It can be organized differently, in a way that relieves the administration instead of taking control away from it.
A club manages one building for its members. A municipality manages several buildings for everyone, and that changes the job fundamentally.
Start with the sheer number of properties: the community hall in the main town, the village hall in one district, the multi-purpose hall in another, plus a council chamber, a clubhouse, and maybe a works-yard trailer that also gets lent out. Every property has its own rules, its own fees, and its own key.
Then there's demand arriving at the wrong time. People plan family celebrations in the evening and on weekends, exactly when the town hall is closed. That gap is the main reason requests sit unanswered for so long.
You also have less room to maneuver on fees than a club does. What a municipality charges is set out in bylaws or a usage ordinance adopted by the council, and can't be negotiated case by case.
And you are accountable. When the council asks how often the community hall was used last year, who used it, and what revenue it generated, the answer has to hold up. A paper calendar in the front office won't provide it.
As soon as several parties want the same weekend, you need a rule. Without one, whoever calls first or knows the right person wins, and both reliably cause bad blood in town.
A ranking that is written into the usage ordinance and publicly available has proven itself:
Two things belong alongside it that are often missing: a lead-time rule, meaning how far in advance bookings are allowed, so nobody blocks the hall two years out, and a cancellation rule with deadlines, so an early reservation can't be handed back at short notice without consequence.
Municipalities let out their rooms either under public law, based on a usage ordinance with fees and a fee notice, or under private law through a rental contract. Both are common, but the consequences differ: in how you collect the money, in which courts hear a dispute, and in tax treatment.
This isn't a decision to make in passing. If both models have grown up side by side over the years, it's worth having your legal department or the municipal supervisory authority take a look before you digitize the process, because the chosen model determines what the payment route may look like.
This section is practical orientation and does not replace legal advice.
In almost every municipality we've seen, bookings depend on one person and one calendar. That works as long as the person is there. When they're out, the process stops.
On top of that, this person spends most of their time not on decisions but on answering questions: Is the 14th still free? How much does it cost? When can I pick up the key? Nobody needs to decide such questions, they only need answering, and that is exactly why they can be offloaded.
Offloading doesn't mean residents write themselves into the calendar and the municipality finds out afterwards. Availability becomes publicly visible and requests come in a structured way; the decision still gets made at the town hall.
First comes the approval requirement: a request is a request, not a booking. Only when the administration agrees does it become an appointment. Anything else is impractical for municipal venues.
Then the structure: several properties, each with its own rules. Every building needs its own hours, its own fees, and its own location, but all of them belong in one shared overview.
Access has to work without barriers. Someone who rents the village hall once in their life won't create a user account or install an app for it. If the request doesn't go through in two minutes, they pick up the phone again and you've gained nothing. At the same time, prank bookings must not happen; an email confirmation, supplemented with a PIN for certain user groups where needed, solves that without forcing registration.
For the treasury and the council, what counts is the audit trail: who used what and when, what was charged, what is outstanding? That belongs in an export, so both can work with it.
That leaves data protection, viewed through a municipal lens. You are processing residents' data: server location, data processing agreement, and retention periods need to be settled, and depending on your state, state data protection law has a say as well. Talk to your data protection officer early; it saves you a loop at the end.
We built Dispoly for exactly this constellation; for municipalities, the solutions page is the best starting point.
All properties sit in one schedule: community hall, village hall, multi-purpose hall, and trailer side by side as resources with category and location. Anyone searching sees at a glance what is free and when. Bookings can be set to require approval: the request comes in, the administration decides, and only then is the appointment binding. If a fee applies, the requester receives the payment link only after approval.
Booking works without an account and without an app, through a public link or a QR code on the notice board or in the local newsletter. Optionally with email verification and a PIN, so it's clear who is asking.
On payment you have a choice. Fees can be stored per property, as a flat rate, per hour, or per day. If you bill via fee notice or invoice, Dispoly only displays the amount and you mark receipt with one click. If you want to offer card payment, that works too; the money goes straight to your account.
The revenue section shows paid and outstanding amounts with monthly figures, filters, and export to CSV or Excel. The question about last year's utilization becomes an export file instead of a research project.
Day-to-day life gets easier through the unglamorous features: council meetings, club training, or the Thursday seniors' afternoon are entered once as a recurring blocked slot and respected permanently. Bookings appear automatically in the caretaker's and clerk's calendars via iCal feed, and a reminder goes out 24 hours before the start. And the embed widget puts the occupancy schedule right on the municipal website, where residents look anyway.
Your data is stored GDPR-compliant in the EU, and import and export run through CSV and Excel.
How to calculate and collect usage fees is covered in detail in Renting out your clubhouse. Why double bookings can be ruled out technically is in Avoiding double bookings. And for the data protection question, which public bodies get scrutinized on most closely, we wrote GDPR and booking data.
You can try Dispoly free for 30 days with no payment details. A community hall with fees and an occupancy schedule is set up in half an hour, and the next Tuesday-afternoon phone call takes care of itself. More on the page for municipalities.
